RICHMOND: Our next item is the 5 Administrative Session, Item N, Consent Agenda; 6 Item N1, we have Adoption of Retirement Resolutions 7 for Barbara Bolda, Elizabeth Buelna, Aaron Caldwell, 8 Ronald W. Halliburton, Michael Z. Martinez, 9 Amanda Narvaez-Albertolli, Mary Riggs, Alice Scott, 10 and Charlton R. Whitten. 11 MS. MA: Okay. We have a number of 12 retirements this month. And so I think we're gonna 13 have Members just read a brief biography of those 14 folks -- hard-working folks that are retiring from 15 our BOE offices. 16 So Member Harkey. 17 MS. HARKEY: You know, I have to beg off 18 for this moment, because we are not getting tabs 19 down to our office, so my book doesn't delineate. 20 And I know I saw what I was -- 21 MR. RUNNER: Here, how about -- want me to 22 go ahead and just start mine, and then you can -- 23 MS. HARKEY: Well, I had something to say 24 on each -- each member, and I don't seem to have it 25 with me. If my staff could provide me, and then 26 I'll get back after you. 27 MS. MA: Okay. So why don't we go to 28 Elizabeth -- 4 1 MR. RUNNER: Okay. 2 MS. MA: -- Buelna. 3 MR. RUNNER: Elizabeth Buelna retired in 4 June after 32 years of state service. She began her 5 career in -- in 1984 with the DMV as a Field 6 Representative. At the DMV, she promoted to 7 Staff Services Analysis and Systems Software 8 Specialist III. In 2014, she joined the BOE's 9 Technology Services Department as a Data Processing 10 Manager III. 11 MS. MA: Okay. 12 Mr. Horton, Mr. Aaron Caldwell. 13 MR. HORTON: Thank you, Madam Chair. 14 Mr. Aaron Caldwell, Associate Tax Auditor 15 in the Out-of-State District Office, retires on 16 August 20th, 2016 after 27 years of outstanding 17 service to the people of the state of California. 18 Thank you so very much, Mr. Caldwell, for 19 your service to the people of California, as well as 20 those in the out-of-state area, since that he 21 retired from our out-of-state division. 22 MS. MA: Great. 23 Ms. Stowers. 24 MS. STOWERS: I have Mr. Ronald 25 Halliburton. 26 Mr. Burton, [sic] Business Taxes 27 Specialist II in the Computer Audit Specialist 28 Section, is retiring in November after 37 years of 5 1 state service. 2 He began his career with the Board of 3 Equalization in 1979 as a Tax Auditor I in the 4 lovely city of San Diego. He was promoted to 5 Associate Tax Auditor in 1983; Business Taxes 6 Specialist I in 2001; Supervising Tax Auditor I in 7 2006. He transferred to the Business Taxes 8 Specialist I Series in 2007, and was then promoted 9 to Business Taxes Specialist II in 2010. 10 Thank you, Mr. Halliburton. 11 MS. MA: Okay. 12 Congratulations to Amanda 13 Narvaez-Albertolli, Tax Technician II in the 14 Santa Rosa District Office, retiring after 23 years 15 of state service. She began her career with the 16 Department of Motor Vehicles in 1990 as a Motor 17 Vehicle Field Representative, and she transferred to 18 the Board of Equalization as a Tax Technician II in 19 2000. 20 Mr. Horton. 21 MR. HORTON: Thank you, Madam Chair. 22 Congratulations to Mary Riggs, who is 23 the -- is an Assistant Clerk in the Administration 24 Department's Imaging and Mail Processing Center 25 Unit, retiring as of August 1st, 2016. 26 Mary is an exceptional employee with the 27 Board of Equalization, known for her punctuality. 28 She always -- she's here before everyone. They 6 1 estimate that Mary generally arrives about 2 30 minutes ahead of schedule. So she is an 3 inspiration to all of us. 4 If we calculated that, we would probably 5 owe Mary somewhere around 156,000 hours -- I mean, 6 if we had -- minutes, if we had to compensate her 7 for that. But the only compensation we can provide 8 at this point in time is our appreciation for your 9 dedication to the people of the state of California, 10 as well as your colleagues, and being prepared, 11 ready, and considerate throughout these number -- 12 many years. 13 MS. HARKEY: I'm ready. 14 MS. MA: Okay. Ms. Harkey. 15 MS. HARKEY: I want to thank Member Runner 16 for sharing his notes with me. They are very, very 17 helpful. 18 But, anyway, I'd like to announce 19 retirement of Barbara Bolda, Supervising Tax Auditor 20 III in the Out-of-State Chicago Office. She's going 21 to retire October 1st, 2016 after 33 years of 22 outstanding and material -- just say outstanding 23 service at this point to the state of California 24 Board of Equalization. 25 She began her career with the Board in 1983 26 as an Auditor I in the Out-of-State New York Office. 27 And as a result of all of her hard work, she was 28 promoted to the position of Tax Auditor II in 1984; 7 1 Tax Auditor III in 1986; Staff Tax Auditor in 1989; 2 Supervising Tax Auditor I in 1991, and Supervising 3 Tax Auditor II in 1993. 4 After ably serving Out-of-State New York 5 Office, she moved to the Out-of-State Chicago 6 Office, advancing to position of Supervising Tax 7 Auditor III on August 1st, 1993. 8 And she makes the best food. You've got to 9 go back there, and -- when you go back to Chicago. 10 If Barbara will drive in, from, I believe it's 11 Indiana, and bring her sausages or whatever -- what 12 does -- what does she make, Lisa? 13 Italian beef. Oh my gosh, it's so good. 14 But she cooks it -- she cooks it, and makes big 15 batches of it and brings it in for potlucks. And 16 it's just great. So I was very, very honored to 17 have met her while she was there. I'm sorry that 18 she's leaving. She will be missed. 19 And then we have Michael Martinez, Business 20 Taxes Specialist I in the Riverside District Office. 21 He's retiring September 1st, 2016 after 33 years of 22 outstanding and -- and -- service for the State 23 Board of Equalization. 24 He began as a Business Taxes Representative 25 on -- in July of 1986 in San Bernardino District 26 Office. As a result of his work, he was -- he was 27 appointed as a Business Taxes Compliance Specialist 28 on November of 1990, and then earned an appointment 8 1 to Business Taxes Specialist I in 2009. 2 And he's still in Riverside, and he will be 3 missed. And we thank him very much for his service. 4 Even if -- even if they don't have elevators. 5 MR. RUNNER: That's what I hear. 6 MS. MA: Mr. Runner. 7 MR. RUNNER: Yes. 8 I have Alice Scott, who retired earlier 9 this month after 36 years of state service. She 10 began her career with the State Treasurer's Office 11 in 1980 as a Key Data Operator. She promoted to the 12 Office -- to Office Assistant II in 1982, Office 13 Technician in 1985, and -- excuse me -- and Program 14 Technician II in 1990. 15 Alice joined the BOE in 1993 as a 16 Tax Technician II, in 2000 she was promoted to 17 Tax Technician III, and to Business Service 18 Representative in 2004. She began a -- she became a 19 Tax Auditor in 2005, and transferred back to the 20 position of Business Taxes Representative in 2006, 21 which is her classification at her retirement. 22 MS. MA: And the last one is Charlton 23 Whitten, Business Taxes Specialist I in the 24 Santa Rosa District Office, retired in April after 25 17 years of state service. He began his career in 26 1999 as a Tax Auditor in the Santa Rosa District 27 Office, promoted to Associate Tax Auditor in 2001, 28 and a Business Taxes Specialist I in 2011. 9 1 So altogether, all nine of the folks who 2 are retiring, total 255 years. And if you do an 3 average, the average age is -- or average time 4 served before retiring is 28 years. 5 So thank you to all the hard working, 6 dedicated BOE members that we have. Thank you for 7 your service.
